If you can't open the game, you must set its executable permissions first. The simplest way of doing it is right-clicking the executable and find the option to make it an executable .
It's different for every desktop environment. For example, in KDE Plasma it's located in the "Permissions" tab and it's called "Is executable" underneath "Access Permission".
Alternatively, you can type "chmod +x PlasticWaves-V1.0.1-Linux.x86_64" in the terminal. Just make sure you "cd"'d into the folder the game's located first of course.
